He, however, stressed that right now it is the qualitative not quantitative economic parameters that are important as is a stable innovation growth.

“Doubling the GDP was a strategic task in a certain development phase of the country and just before the crisis we were on the verge of achieving it”, Putin highlights.

The crisis once more reminded of the dependency of raw materials of the Russian economy, the weakness of the financial market and basic market institutions, primarily low competitiveness and had corrected all its plans.

“For Russia the quality not quantity economic parameters are important, a stable innovation growth, that can be realized by raising the efficiency of production and work productiveness”, says the Russian PM.

He reiterated that Russia has in the past ten years realized a macroeconomic stability and financial independence. Conditions have been provided for the development of private business and inflow of investments, huge investments have been launched into the social sector, education, science, healthcare, large-scale energy projects, transportation infrastructure.

Russia has taken a dignified place on the international scene and with its partners built constructive relations, its PM considers, and stresses that the most important achievement of the country is its stability, which is enabling the state and society a safe outlook of the future and to build long-term plans.

The energy sector is providing a strategic competitive edge to Russia on foreign markets, Putin feels, and highlights that it is completely sensible to use what brings the maximum profit at a given time.

Putin expressed that there are some serious problems ahead for the state, some of which date from the last century, including the economy’s focus on crude materials.

The energy sector is today bringing Russia around 50% of its budgetary income. Also, the energy complex isn’t exploiting the natural wealth primitively but is developing intensely, strengthening the growth of affiliate industries.

The energy sector is providing a strategic competitive edge to Russia on foreign markets, Putin feels, and highlights that it is completely sensible to use what brings the maximum profit at a given time.

In the perspective, however, the place of that sector will be able to unconditionally replace new branches, like agriculture, machine building, pharmacy, air industry, high-tech orientation, ability to produce competitive goods with a high share of added value.

Putin stressed that the top priority of Russia is an all-encompassing, complex modernization of the country, based on democratic values and institutions, diversification of economy and transition to the innovation high-tech development.
